Willamette Valley Lodge 7 offers membership by way of the following membership plans.

  • Agency Labor Services – (Please inquire for details)
  • Standard Membership – $20.00 Initiation Fee then paid annual at $120.00.
  • Legal Plan A- $50.00 Initiation Fee then paid monthly at $16.10.
  • Legal Plan B- $80.00 Initiation Fee then paid monthly at $37.00.
  • Legal Plan G- $80.00 Initiation Fee then paid monthly at $37.00.
  • Legal Plan L- $50.00 Initiation Fee then paid monthly at $16.10.

LABOR SERVICES

The Labor Services Membership plan only applies to agencies that use the FOP as their bargaining unit. For questions on eligibility for the Labor Services membership plan please feel free to contact us.

Offered to all individuals, including non-law enforcement.


Legal Plan A 

For Reserves and Sworn Law Enforcement Officers for Civil & Criminal Defense Coverage.

The phrase “Sworn Law Enforcement Officers” includes, but is not necessarily limited to: Federal Officers, State Police, County Deputies, Municipal Police, Sworn Federal-State-County Corrections Personnel, and applies to all ranks within the aforementioned job classifications.  There are several other organizations which also fall into this category.  If you’re unsure if you qualify for a Legal Defense Plan which has “Sworn Law Enforcement Officers” as a prerequisite, please inquire.


Legal Plan B

For Sworn Law Enforcement Officers for Civil & Criminal & Administrative Defense Coverage.

For Employees with a law enforcement entity operated by a private college/university, private railroad or Native American tribal government for Administrative and Criminal Defense Coverage.


Legal Plan L

For Employees with a law enforcement entity operated by a private college/university, private railroad or Native American tribal government for Criminal Defense Coverage.



Types of Legal Defense Coverage



Administrative Coverage:

Legal defense or, subject to the absolute discretion of the Benefit Administrator and the Board, other appropriate legal challenge to administrative discipline, sanction or proceeding:

  • involving salary, dismissal, change of assignment, demotion, leave of absence, resignation or other professional rights, duties or responsibilities, as determined by the Plan Board of Trustees, where such discipline, sanction or proceeding arises directly out of the Participant’s activities in the scope of law enforcement employment;                                                                                                        or
  • involving the issuance, suspension, cancellation or revocation of any credential, certification or license issued by federal, state or local authorities, which credential the Participant is required to have in the scope of law enforcement employment.

Includes claims arising from off-duty occurrences which give rise to administrative discipline or sanction. No additional fee shall be charged for this extension of coverage. Such off-duty supplement to Administrative Coverage is subject to all terms and conditions of that coverage. As used in this subsection, “off-duty” means conduct not “in the scope of employment” as defined in this Plan Description.

Notwithstanding any other provision of this Plan Description, temporary or probationary employees serving at will who are terminated without any right of appeal during or at the end of the temporary employment or probationary period, for any reason or no stated reason, shall be entitled only to Legal Defense Costs for one informal Loudermill or similar non-adversarial meeting or hearing.



Civil Defense Coverage:

Legal defense of a civil action or proceeding brought against a Participant, arising directly out of the Participant’s activities in the scope of law enforcement employment; provided, coverage does not extend to counterclaims or cross claims in actions brought by a Participant, unless the Board approves otherwise.



Criminal Defense Coverage:

Legal defense of a criminal action or proceeding brought against a Participant, arising directly out of the Participant’s activities in the scope of law enforcement employment, including grand jury proceedings.

  • The Plan is excess. However, if your employer defends you in a lawsuit, the Plan will provide an additional lawyer to monitor the claim if you are exposed to the likelihood of personal liability for money damages. If your employer refuses to defend you, the Plan will pay a lawyer of your choice to defend you as provided in the Plan Description.


Non-active retired officer HR-218 enrollment

HR-218 is the Federal Law Enforcement Officers Safety Act of 2004. It exempts active and retired law enforcement officers with firearm certification credentials from local laws (with some exceptions) prohibiting concealed firearms.

FOP Legal Defense Plan offers HR-218 coverage for FOP retired law enforcement officers. This plan offers Unlimited Legal Defense for civil and criminal claims associated with the legal carrying and/or use of a weapon: all reasonable and necessary Legal Defense Costs are covered in full when using a Plan Attorney. This Plan provides coverage not only for those retirees who were qualified under LEOSA, but also those retirees who are qualified under their own state laws to carry a concealed weapon.  The annual coverage cost is $75 per participant.

If you are an active officer, already covered by the FOP Legal Defense Plan, HR-218 coverage is automatically included. Retired officers are not eligible for participation in the FOP Legal Defense Plan, and therefore would need to purchase HR-218 coverage separately from the Plan.

                                  Process for non-active retired officer HR-218 enrollment:

  1. Go to the Lodge 7 Membership Registration Page and click on the “Sign Up” icon for Standard F.O.P. Membership. If you are already a “Standard” FOP member, you may proceed to step #2. If you are not an FOP member, you will need to first obtain your membership number before you can complete the application process.  If you are an FOP member and you do not know your membership number, you may find it on the back of your National FOP membership card, or you may contact us for assistance.  Please note that if you currently have a Legal Defense Plan, you will need to inform us that you would like to replace it with Standard Membership.
  2. Go to the FOP Legal Defense Plan HR-218 Enrollment website and click on the HR-218 Application icon.  Complete the application and then click on the “Continue to Payment” icon at the bottom of the page.  You will receive your ID card, (view plan booklet by clicking here) and certificate of participation within 30 days after the approval of your application.  For immediate assistance, please contact Maureen Jagos at 800-341-6038 or maureen.jagos@fop.net.


Moonlighting Liability Insurance Program Enrollment

The Moonlighting Liability Insurance Program protects individual peace officers who perform extra duty jobs. In addition to protecting the officer, coverage is extended to the non-governmental entity that has contracted the officer’s services.  By offering protection to the extra duty employer you have a distinct marketing advantage over other programs, which may not extend coverage to the hiring entity.
